(•¶Œ£“à—e) The National Security Council (NSC) has been an integral part of the foreign policy apparatus of the United States for over 30 years. Of all the various organizations in the Executive Branch which are concerned with matters of national security, the NSC is the most important. A wide range of reports and papers are written by the NSC staff and are solicited from various departments and agencies so that the NSC can fulfill the tasks which were outlined for it by the National Security Act of 1947: "To assess and appraise the objectives, commitments, and risks of the United States in relation to our actual and potential military power, in the interest of national security, for the purpose of making recommendations to the President in connection therewith." These collections are the first and only publications to make available all of the previously secret reports, action papers, and minutes of meetings of the NSC. Because the documents in these collections were written in the strictest confidence for the highest govenment officials, these publications offer a unique inside view of the actual decision-making process behind all of the major developments in U.S. national security and international relations since World War II. McGeorge Bundy has shown great concern for the responsible test in his service to Presidents Kennedy and Johnson as special assistant for national secrity affairs. Now, for the first time, many of his papers from his years in the johnson administration are being published. Bundy's memoranda and correspondence provide a remarkable, firsthand account of policy in the making - a unique, "inside" look at his "little State Department". The subjects covered in these papers include early warning systems, choices among competing weapons systems, aerial and space based reconnaissance, and space policy. Pt.1 reproduces the massive records of the complex, year-long hearings involving the Communist Party USA (CPUSA), including the transcripts, reports, indexes, and abstracts relating to the cases that the Subversive Activities Control Board(SACB). Also includes the documentation for all of the more than fifty cases brought before the SACB involving individuals who were alleged to be members of the Party. These cases extend into the 1960s and complete the SACB's records of its investigations regarding the CPUSA. After successfully prosecuting the Communist Party USA case, the Attorney General of the U.S. and the SACB turned their attention to a host of other organizations alleged to be Communist controlled. Pt.2 contains all SACB documentation of these historically significant hearings. Totalling over 70,000 pages, the transcripts and reports relating to these hearings are very revealing. The organizations whose cases are documented in Pt.2 include American Committee for the Protection of the Foreign Born; Civil rights Congress; International Union of Mine, Mill, and Selter workers; Labor Youth League; International workers organization; Council on African Affairs; Committee for a Democratic Far Eastern Policy; California Labor Labor scool; American peae crusade; National negro labor council; United electrical, Radio, and Machine workers of America; and many others.

The beginning of this collection is not the advent of Federal policy towards R&D, but it does effectively document the period of significant expansion of government support of basic research and technological innovation in the 20th century. The role of the Federal government in 195 was limited to defense oriented projects and policy. This marriage of research initiatives and the military was a natural product of the overall war effort of the 1940's. This collection is not primarily about defense R&D, however. For the untold background of American policies toward China, Korea, Indochina, Iran, Israel, the Soviet Union and other areas, this collection is a required research work. The second one reproduced the key files from the White House Map Room, which was the central station for nearly all of the classified correspondece of Truman during his first two years in office. It contains the President's correspondence with such leaders as Chiang Kai-shek, Winston Churchill, Charles de Gaulle, Joseph Stalin, D. Eisenhower, and D. MacArhur.
