Recognizing that the complexion of immigration to the United States had changed drastically over the past decades and that large-scale population migrations were becoming a pressing global concern, Congress authorized the Select Commission on Immigration and Refugee Policy to undertake the first comprehensive re-examination of America's immigration policy in more than a generation. Published between 1910 and 1912 , these reports form the major investigation of unsafe and exploitative employment at a time when many American workers - notably women and children - were not yet able to secure adequate working conditions and basic labor rights. The reports examine entire industries, the beginnings of child labor legislation, women in trade unions, family budgets, the history of women in American industry, the relation of juvenile delinquency to employment, and many other subjects.
